Sidebar panel for excluded/low-confidence prefilled vehicles — one-click add back

Regardless of whether a confidence threshold filter is applied, agents need visibility into prefill data that didn't auto-populate the form. Request a collapsible sidebar panel (similar to Progressive's removed-vehicle UX) showing all vehicles returned by the data provider, so agents can add any of them to the form with one click rather than losing the data entirely.
