Add Custom Answers to RiskProfile Dropdown Fields

Agencies want to add their own options to existing RiskProfile dropdown fields — for example, adding specific roofing materials like membrane, TPO, or PVC to the roof type list. Currently, dropdown values tied to third-party integrations are fixed and can't be edited.
