This would be a setting available to Team Owners/Admins so that they can decide if this is a workflow that they would like to see

    I don't understand this question. At the moment we can return quotes to : whomever AND Producer And CSR.
    Seems we already have this function?

      This would allow the Submission Summary to be sent to both the Return To User and the CSR selected in case those are different.
